AUDITOR
La Piastre est la monnaie commune des États membres de la « Zone Piastre » au sein de l’Union Coopérative Micronationale Laurentienne (UCML). Conformément à la version amendée de la Convention de Saint-Jacques, la gestion et l’application des politiques monétaires relèvent de l’Autorité Monétaire Laurentienne (AML), en coordination avec les banques centrales des États adhérents.
Afin d’assurer une supervision indépendante et une transparence renforcée, un Vérificateur externe est nommé par le Collège Exécutif de l’UCML. Ce dernier est chargé de vérifier la conformité des décisions de l’AML et de la Zone Piastre avec les dispositions établies, tout en formulant des recommandations visant à améliorer leur efficacité ou à corriger d’éventuelles irrégularités.
Les critères de sélection pour ce poste exigent qu’il soit attribué à une personnalité issue d’une micronation non membre de l’Union, reconnue pour sa compétence en matière économique, institutionnelle ou financière.
Depuis le 25 octobre 2025, M. Dylan Callahan occupe cette fonction. Son parcours remarquable au sein de la communauté micronationale lui confère une expertise à la fois institutionnelle et historique : il est actuellement Chancelier impérial de l’Empire de Karnia-Ruthenia, Consul de l’État de Delvera, ainsi que Historien national du Commonwealth de Dracul.
Son expérience au sein de ces États d’importance, où il a exercé des fonctions de haut niveau en matière de gouvernance, de coordination interétatique et de préservation historique, en fait un observateur averti des dynamiques économiques et administratives propres au monde micronational. Sa nomination témoigne de la volonté du Collège Exécutif de garantir une supervision rigoureuse et impartiale des institutions économiques de l’Union.
La fonction de Vérificateur externe, confirmée par la version amendée de la Convention de Saint-Jacques, demeure un pilier essentiel de la transparence, de la rigueur et de la crédibilité de la gouvernance monétaire au sein de la Zone Piastre.
The Piaster is the common currency of the member states within the “Piaster Zone” of the Laurentian Micronational Cooperative Union (LMCU). In accordance with the amended version of the Convention of Saint-Jacques, the management and implementation of monetary policy fall under the authority of the Laurentian Monetary Authority (LMA), in coordination with the central banks of the participating states.
To ensure independent oversight and strengthened transparency, an External Auditor is appointed by the Executive College of the LMCU. The Auditor is responsible for verifying the compliance of the LMA’s and the Piaster Zone’s decisions with the established provisions, while also issuing recommendations aimed at improving their efficiency or remedying any irregularities.
The selection criteria for this position require that it be assigned to an individual from a micronation that is not a member of the Union, recognized for expertise in economic, institutional, or financial matters.
Since October 25, 2025, Mr. Dylan Callahan has held this position. His distinguished career within the micronational community provides him with both institutional and historical expertise: he currently serves as Imperial Chancellor of the Empire of Karnia-Ruthenia, Consul of the State of Delvera, and National Historian of the Commonwealth of Dracul.
His experience in these prominent states—where he has held senior positions in governance, interstate coordination, and historical preservation—makes him a keen observer of the economic and administrative dynamics of the micronational world. His appointment reflects the Executive College’s commitment to ensuring rigorous and impartial oversight of the Union’s economic institutions.
The office of External Auditor, confirmed under the amended Convention of Saint-Jacques, remains a cornerstone of transparency, integrity, and credibility in the monetary governance of the Piaster Zone.
