Le Collège exécutif de l’Union Coopérative Micronationale Laurentienne est l’organe exécutif collégial de l’Union. Il est composé des représentantes et représentants des cinq États membres, soit le Neugraviat de Saint-Castin, la Principauté de Sancratosie, la République d’Athabasca, le Grand-Duché de Misberie et l’Archiduché d’Uablairen-Francesca. Depuis le 30 août 2024, la Principauté de Bérémagne n’en fait plus partie, ayant fusionné avec la Principauté d’Aigues-Mortes et cessé d’exister en tant qu’entité micronationale distincte.
Le Collège exécutif exerce une direction collégiale fondée sur l’égalité institutionnelle des États membres, le respect de leur souveraineté et la prise de décision conjointe. Sa mission consiste à orienter l’action de l’Union, à assurer la mise en œuvre des décisions communes et à veiller au respect des principes établis par la Convention de Saint-Jacques.
Le Collège exécutif est composé de S.E. Dominic Desaintes, Ministre-Président du Neugraviat de Saint-Castin, de S.A.S. la Princesse Cloe, Princesse souveraine de Sancratosie, de S.E. Andrew Snye, Président de la République d’Athabasca, de S.A.S. le Grand-Duc Otto, représentant le Grand-Duché de Misberie, et de S.A.I. l’Archiduchesse Adélie, Archiduchesse souveraine d’Uablairen-Francesca.
La présidence du Collège exécutif est exercée conjointement par l’ensemble de ses membres, selon un modèle de gouvernance collégiale sans hiérarchie interne permanente, assurant une direction concertée et partagée de l’Union.
Les compétences du Collège exécutif comprennent notamment :

l’administration générale de l’Union;

l’exécution des décisions de l’Union;

la direction de la Zone piastre;

l’étude des traités, conventions, protocoles, déclarations, de la participation au sein d’organisations internationales ou supranationales, ainsi que de toute autre entente ou décision relevant de la politique étrangère et de la diplomatie internationale soumise à l’Union;

le commandement unifié des forces militaires des États membres, le cas échéant;

l’étude des décisions et des nominations gouvernementales des États membres lorsqu’elles présentent un intérêt pour l’Union;
-
la signature des traités, conventions, protocoles, déclarations et autres actes relevant des compétences de l’Union;

l’adoption des positions publiques de l’Union sur toute question relevant de ses domaines de compétence.
Le Collège exécutif représente également l’Union Coopérative Micronationale Laurentienne auprès des organisations avec lesquelles elle entretient des relations et négocie les accords internationaux nécessaires à son fonctionnement. Il travaille en étroite collaboration avec les gouvernements des États membres afin de promouvoir les objectifs et les initiatives de l’Union dans les domaines relevant de ses compétences.
The Executive College of the Laurentian Micronational Cooperative Union is the Union's collegial executive body. It is composed of the representatives of the Union's five Member States: the Newgraviate of Saint-Castin, the Principality of Sancratosia, the Republic of Athabasca, the Grand Duchy of Misberia, and the Archduchy of Uablairen-Francesca. As of August 30, 2024, the Principality of Beremagne is no longer a member of the Union, having merged with the Principality of Aigues-Mortes and ceased to exist as a distinct micronational entity.
The Executive College exercises collegial leadership based on the institutional equality of the Member States, respect for their sovereignty, and joint decision-making. Its mandate is to direct the activities of the Union, ensure the implementation of common decisions, and uphold the principles established by the Saint-Jacques Convention.
The Executive College is composed of HE Dominic Desaintes, Minister-President of the Newgraviate of Saint-Castin; HSH Princess Cloe, Sovereign Princess of Sancratosia; HE Andrew Snye, President of the Republic of Athabasca; HSH Grand Duke Otto, representing the Grand Duchy of Misberia; and HIH Archduchess Adélie, Sovereign Archduchess of Uablairen-Francesca.
The presidency of the Executive College is exercised jointly by all its members in accordance with a collegial governance model without any permanent internal hierarchy, ensuring shared and coordinated leadership of the Union.
The Executive College is responsible, in particular, for:

the general administration of the Union;

implementing the decisions of the Union;

directing the Piaster Zone;
-
examining treaties, conventions, protocols, declarations, participation in international and supranational organizations, and any other agreements or decisions relating to foreign affairs and international diplomacy submitted to the Union;

the unified command of the military forces of the Member States, where applicable;

examining governmental decisions and appointments of the Member States where they are of interest to the Union;

signing treaties, conventions, protocols, declarations, and other instruments within the competences of the Union;

adopting the Union's public positions on matters falling within its fields of competence.
The Executive College also represents the Laurentian Micronational Cooperative Union before organizations with which it maintains relations and negotiates the international agreements necessary for its operation. It works closely with the governments of the Member States to promote the Union's objectives and initiatives in all areas within its competences.
